the plan reviews the development achievements of high-tech industry during the Tenth Five Year Plan period and analyzes the existing problems. Over the past five years, the high-tech industry has developed rapidly, the internationalization level has been continuously improved, major breakthroughs have been made in some key areas, regional agglomeration has been further accelerated, which has effectively promoted the adjustment of industrial structure and has become a new growth point of the national economy. However, there are also some problems, such as the weak ability of technological innovation, the low status of international division of labor, and the policy environment does not meet the needs of industrial development. The "plan" points out that the "Eleventh Five Year Plan" period is a key period for China's high-tech industry to continue to grow and speed up. We must firmly grasp the development trend, firmly grasp the historical opportunities, and achieve new breakthroughs in the development of high-tech industry

the plan defines the guiding ideology, development principles, development goals, eight industries, three regional development priorities, nine special projects, and five safeguard measures for the development of high-tech industries in the eleventh five year plan. 6.
