The 11th Five Year Plan for the development of the

  • Detail

The 11th Five Year Plan for the development of high-tech industries was officially released. A few days ago, with the consent of the State Council, the national development and Reform Commission issued the 11th Five Year Plan for the development of high-tech industries (hereinafter referred to as the plan), which is a specific deployment for implementing the outline of the 11th Five Year Plan for national economic and social development and an action plan for implementing the outline of the national medium and long-term scientific and technological development plan, It is also an important measure to promote the rapid and healthy development of China's high-tech industry, promote the adjustment of industrial structure and the transformation of economic growth mode, accelerate the construction of an innovative country and implement the scientific concept of development

the plan reviews the development achievements of high-tech industry during the Tenth Five Year Plan period and analyzes the existing problems. Over the past five years, the high-tech industry has developed rapidly, the internationalization level has been continuously improved, major breakthroughs have been made in some key areas, regional agglomeration has been further accelerated, which has effectively promoted the adjustment of industrial structure and has become a new growth point of the national economy. However, there are also some problems, such as the weak ability of technological innovation, the low status of international division of labor, and the policy environment does not meet the needs of industrial development. The "plan" points out that the "Eleventh Five Year Plan" period is a key period for China's high-tech industry to continue to grow and speed up. We must firmly grasp the development trend, firmly grasp the historical opportunities, and achieve new breakthroughs in the development of high-tech industry

the plan defines the guiding ideology, development principles, development goals, eight industries, three regional development priorities, nine special projects, and five safeguard measures for the development of high-tech industries in the eleventh five year plan. On the whole, the plan embodies the following six characteristics and highlights:

first, according to the new environment, new situation and new requirements, the plan turns the "overall follow-up and key breakthroughs" of the Tenth Five Year Plan for the development of high-tech industries to the 20 character principle of "independent innovation, application, industrial agglomeration, scale development and international cooperation", In the past, the main pursuit of expanding the industrial scale has been shifted to focus on both accelerating and continuing to expand, and emphasis has been placed on accelerating the extension of high-tech industries from processing and assembly to independent R & D and manufacturing

II. The goal of the plan is to shift from the industrial scale goal to a more perfect target system including the goal of independent development ability, industrial structure, internationalization and industrial scale, especially to put the goal of strengthening the industry in a prominent position. For example, it is stressed that the number of invention patents of domestic high-tech enterprises should be doubled, and the added value of the independently developed high-tech manufacturing industry should strive to reach more than 50%, In the export of high-tech products, the proportion of independent intellectual property rights and independent brands should be increased to about 15%

III. The plan defines for the first time the eight major industries that need to be developed in the future, especially the high-tech service industry, which will be independent and placed in a prominent position. These eight industries include:

1. The electronic information industry should comprehensively improve the integrated circuit industry, expand the software industry, adjust and optimize the electronic component industry, take the lead in strengthening the communication manufacturing industry, focus on cultivating the digital audio and video industry, actively develop the computer industry, and vigorously develop the electronic special equipment industry according to the overall trend of digitalization, networking, and intelligence

2. The biological industry should give full play to China's unique resource and technological advantages, give priority to the development of biomedical industry, vigorously develop biological agriculture, actively develop bioenergy, and accelerate the development of biological manufacturing

3. The aerospace industry has made remarkable progress in China's aluminum alloy cable industry. In accordance with the requirements of the combination of distance, military and civilian, independent development and international cooperation, we should expand the scale of the civil aircraft industry, improve the supporting capacity of the aviation industry, improve the level of satellite research, development and manufacturing, and focus on the development of satellite application industry

4. The new material industry should focus on the needs of the development of information, biology, aerospace, major equipment, new energy and other industries, improve the level of electronic information materials, accelerate the development of aerospace materials, and expand the production of energy materials

5. The high-tech service industry should, in accordance with the requirements of strengthening the foundation, strengthening the application, expanding the field, expanding the scale and standardizing the service, strengthen the construction of information infrastructure, enhance the ability of telecommunication service, promote the development of e-commerce and e-government, actively develop the digital content industry, index each task, and cultivate the technical service industry

6. The new energy industry should strengthen the development and industrialization demonstration of complete sets of technologies, improve the technical equipment level of the new energy industry, vigorously develop the renewable last alphabet stro energy, accelerate the development of advanced nuclear energy, and actively develop hydrogen energy

7. The marine industry should focus on cultivating the marine biological industry, accelerate the development of deep-sea resource industry, actively promote the comprehensive utilization of seawater, and promote the development of marine resources from shallow sea to deep sea

8. To transform and upgrade traditional industries with high and new technologies, we should, in accordance with the requirements of taking the new road to industrialization, strengthen the promotion and application of agricultural high and new technologies, strive to promote energy conservation and consumption reduction, accelerate the development of environmental protection industries, actively promote industrial informatization, strengthen the research and development of major technical equipment, and accelerate the development and industrialization of key technologies

IV. the plan puts forward three major tasks for the regional development of high-tech industry for the first time: first, promote the three advantageous regions of high-tech industry in the Yangtze River Delta, the Pearl River Delta and the Bohai rim to become the first to become stronger, become an innovation base to enhance the core competitiveness of China's high-tech industry and an important part of the global high-tech industry layout, and drive the transformation of China's high-tech industry from processing and assembly to independent research and development. The second is to further enhance the industrial independent innovation ability of major central cities, give play to the radiation and driving role of high-tech industries in major central cities, and drive regional economic development. Third, cultivate all kinds of high-tech industrial bases and industrial parks into incubation bases and growth points for the development of high-tech industries in China

v. in accordance with the principle of "concentrating on major events", the plan identifies for the first time nine special projects for high-tech industries that need to be organized and implemented in the next five years, including: special projects for integrated circuit and software industry, new generation mobile communication, next generation interconnection, digital audio and video industry, advanced computing, biomedicine, civil aircraft industry Special projects for satellite industry and new material industry. Through the implementation of these special projects, we will strive to overcome a number of key common technologies with overall and driving characteristics, cultivate a number of high-tech industrial clusters with independent intellectual property rights, and greatly enhance the core competitiveness of the industry

Sixth, in order to ensure the smooth implementation of the plan, the plan puts forward five specific policies and measures: first, we should improve the investment and financing system, establish a multi-level capital market system, and support high-tech enterprises; Second, we should effectively use fiscal and tax policies to increase support for independent innovation and industrialization; Third, we should speed up the implementation of the three strategies of talents, patents and standards to truly realize the independent development of the industry; Fourth, we should implement the strategy of invigorating trade through science and technology, guide industries to improve the level of utilizing foreign capital, and promote high-tech large enterprises to implement international operations; Fifth, Changzhou No.6 element and Xingda foam plastic, the two leading enterprises in their respective fields, should step up to one, strengthen the government's macro guidance and coordination, systematically promote the integration of science, technology and economy, military and civilian integration, and the reform of monopoly industry system, and further give play to the guiding role of industrial policy
