II. Petrochemical industry led by oil refining and ethylene

By 2020, China's demand for refined oil will be 2.3 times that of 2000 (about 500 million tons). In the next few years, the oil refining industry will focus on improving the concentration of enterprises, strengthening the perfect matching of oil refining capacity, optimizing the allocation of resources, improving the quality of oil products, eliminating a number of small oil refining units, and building imported crude oil processing bases; Increasing the total amount of ethylene, forming a number of world-class ethylene production bases, and accelerating the development of ethylene industry will be the highlight of the "Eleventh Five Year Plan" period. The state will also build several large-scale integrated oil refining and ethylene units in a planned way, increase the proportion of synthetic resin represented by polyolefin in the three major synthetic materials, and speed up the development of synthetic fiber raw materials and monomers to meet the growing domestic demand

1. Oil refining. Oil refining mainly focuses on structural adjustment, improving the concentration of oil refining enterprises, strengthening the perfect matching of oil refining capacity, optimizing the allocation of resources, improving the quality of oil products and improving the ratio of diesel to gasoline. A number of small oil refining units with backward technology will be eliminated, and several imported crude oil processing bases will be built. 2. Ethylene. While speeding up the completion of the second round of technological transformation of the existing large-scale ethylene plant in China, so that it has been greatly improved in terms of scale, technical level and energy conservation and consumption reduction, the construction progress of large-scale joint venture ethylene projects will be accelerated during the "Eleventh Five Year Plan" period. Polyethylene, polypropylene, polyvinyl chloride, polystyrene and ABS resins will all be rapidly developed varieties in the future. It is an inevitable trend for the development of synthetic resin to adjust the variety and brand of synthetic resin and increase the proportion of special resin so that the synthetic resin can be diversified, specialized and serialized. Due to the rapid development of textile, clothing and other related industries, large PTA, acrylonitrile and polyester plants will develop rapidly during the "Eleventh Five Year Plan" period, and a number of uncompetitive small polyester plants will withdraw from the market in the competition. The technical level of ethylene glycol, phenol, acetone, propylene oxide, acrylic acid and other organic raw materials with large gaps will be improved, and the production capacity will continue to expand. third, alternative energy

1. Coal chemical industry. The outline of the eleventh five year plan clearly points out that it is necessary to develop coal chemical industry, develop coal based liquid fuels, orderly promote the construction of coal liquefaction demonstration projects, promote the deep processing and transformation of coal, and develop large coal chemical complete sets of equipment, coal liquefaction and gasification, coal to olefin and other equipment, which will promote the coal chemical industry to enter the fast lane of standardized development. The development of China's chemical industry must be based on the basic national conditions of "lack of oil, less gas and rich coal". In recent years, bioenergy and biochemical industry with biomass as raw materials have sprung up, and this field will receive further attention. The replacement of other gasoline with ethanol gasoline for vehicles will be gradually realized. The production of citric acid from corn, the production of polyacrylamide by biological method, the production of new enzyme preparations in chemical products, new biodegradable polymer materials, new biological pesticides, etc. will also be better developed during the "Eleventh Five Year Plan" period. Biochemical technology can not only provide a large number of cheap chemical raw materials and products, but also replace the traditional processes of some chemical products with new processes with less pollution and low energy consumption. In the past five years, breakthroughs will be made in transforming the production technology of traditional fermentation products, improving the production technology level of fermentation products, developing bioreactors, improving the separation and purification technology of biochemical products in China, especially for Brinell hardness testing of large metal parts, and large-scale development of biochemical equipment. These industries will enter an accelerated period. In the next five years, new chemical materials, new high-grade coatings for automobiles, buildings and transportation, functional materials for electronic and information industries, adhesives, special chemicals and nano materials will become the main varieties of development; Functional coatings and water-based coatings, new varieties of dyes and their industrialization technology, green synthesis technology and new varieties of important chemical intermediates, electronic chemicals, feed additives, high-performance water treatment chemicals, papermaking chemicals, leather chemicals, oilfield chemicals, functional food additives, high-performance environmentally friendly flame retardants, high-performance rubber and plastic additives, etc., will become the focus of technology development and industrialization. To grasp these business opportunities, fine chemical industry should make breakthroughs in strengthening independent innovation, breaking through core catalytic technology, modern reaction engineering technology and fine chemical processing technology, and developing environment-friendly processes

v. circular economy
